Update to rules surrounding principles of certification

Under the new syllabus learners were previously prohibited from gaining more than one certificate per level. Upon review, the decision has been made to allow learners to “up-skill” their level qualifications, allowing learners to sit additional elective modules to achieve a further level certificate on a different pathway.
